Brazil presents innovative highway concession model and seeks for investors in Mexico — Agência Nacional de Transportes Terrestres


With a robust portfolio of highway concessions and a modern regulation model, the National Land Transport Agency (ANTT) joins, from April 9th to 11th, the official delegation of the Ministry of Transport in strategic mission to Mexico City, to attract investments and to present the largest highway concession portfolio in the world.

Fourteen biddings are planned until the end of 2025, potential BRL161 Billion in investments and 8.449 km of new concessions. Since 2024, Brazil has already held 11 highway biddings, with direct and active participation of ANTT, and now seeks to amplify the competition by attracting foreign investors.

In addition to showcasing the Brazilian portfolio, the mission aims to identify synergies with the Mexican model, which is internationally recognized for its highway concessions and diversified tolling. 

By opening new dialogue channels with international investors, Brazil amplifies the bidding competition, accelerates the investments and diversifies sector operators. The expectation is that this approach to the Mexican market will generate strong partnerships, sharing of best practices and new contributions to the country’s logistical development.

The general-director, Guilherme Theo Sampaio, represents the Brazilian regulatory expertise and reinforces the Agency’s role as a bridge of trust between the public and private sector.

According to him, ANTT and the Ministry of Transport play an essential role in Building this environment of trust, transparency and predictability for investors.

“We are here to show that Brazil is, today, the world’s most promising destination for highway infrastructure investments. Our concession program has modern risk sharing clauses, legal predictability and internal rate of return aligned with the project’s risks.  It is a model that seeks economic sustainability and investor security, and we know that Mexico has experience and excellency in the sector, we want to turn this exchange in concrete partnerships”, he stated.

One of the delegation’s goals is to promote the Brazilian concession model, recognized by its regulatory security, contractual innovation and legal predictability, what has been highlighted and reinforced by ANTT’s general director in his statement.

During the three days, the delegation will participate in roadshows, bilateral meetings and technical workshops with the main players in Mexican infrastructure. Companies like Quantum, Grupo INDI, Marhnos, Coconal, IDEAL, Hermes Infraestructura and the Fondo Capital Infraestrutura operate more than 4,600 km of highways in Mexico and demonstrate strong interest in the Brazilian market. 

The mission was motivated by an invitation from the Mexican private sector itself, which has recognized Brazil as a promising environment for business.

One of the highlights in the agenda is the workshop requested by Mexico’s Secretariat of Infrastructure, Communications and Transport (SICT), where Brazil’s concession contracts optimization solution will be presented. Developed with the Federal Court of Accounts (TCU), this mechanism allows for technical and consensual rebalancing without judicialization, enabling BRL 91 billion in additional investments through 14 contracts, six of which have already been formalized. 

In his roadshow opening speech, the general director of ANTT also emphasized the importance of the Agency in the sector and explained that the concession program has modern risk-sharing clauses, legal predictability and an internal rate of return aligned with the project’s risks. “We play a key role in this evolving process. The portfolio presented by BNDES includes 30 existing concessions, with 15 thousand kilometers already granted. We have now the opportunity to expand to over 25,000 km. Investors seek stability and legal security, and Brazil delivers with more than 20 years of contractual compliance. We aim for bankable sustainable projects, with the use of technology to enhance user experience”, concluded Guilherme Theo Sampaio.

The presence of ANTT and the Brazilian Ministry of Transport in Mexico represents a diplomatic initiative and strengthens the strategy of internationalizing the Brazilian infrastructure, based on technical expertise, transparency and governance. The mission reinforces Brazil’s image as a coordinated State, ready to transform each concession into grater quality of life, job creation and safer, more modern highways.
